If Kubuga is indeed in Kenya, then, by giving him protection and immunity, Kenya is violating international law.
The Kenyan government, which has been so quick to assume African leadership,needs to reconsider its role in the future of Africa if it cannot deliver this criminal to international justiice.
Those who are protecting him are as guilty as he is and should also be prosecuted.
This is an opportunity for Kenya to show itself as a true leader and protector of Africa, not a third world country involved in corruption, graft, and criminality.

Agreed. It is essential for all nations to cast their nets as wide as possible to capture those who must answer for their crimes. There are currently 18 ICTR indictees who have managed to elude the authorities. This is unacceptable given the AU's commitment to reforming the perception of the continent.
